TECHNICAL STANDARTIZATION COMMITTEE “ARTIFICIAL INTELLIGENCE”, RUSSIA
 
Academician of the Russian Academy of Sciences Igor Anatolyevich Kalyaev, Chairman of the Council of the Russian Academy of Sciences for the priority direction of the Strategy of Scientific and Technological Development of Russia, will speak on the development of artificial intelligence systems.
This is an expanded meeting of Working Group 01 "Definitions and Fundamental Principles" of Technical Committee 146 "Artificial Intelligence"
Topics for discussion:
1) Results of work in the world and in Russia on Artificial Intelligence;
2) In what areas has there been a noticeable progress in the field of Artificial Intelligence;
3) How to correctly define Artificial Intelligence and its 3-5 fundamental principles today;
4) What are the main problems and difficulties in the world and in Russia in this area.

The Technical Committee for Standardization 164 “Artificial Intelligence”, formed by Rosstandart at JSC “Russian Venture Company”, created five working groups (WG) in its structure: WG 01 “Fundamental Standards”, WG 02 “Big Data”, WG 03 “Quality of AI Systems” , WG 04 “Applied AI Technologies” and WG 05 “AI Technologies in Education”. These groups are developing relevant standards in the field of artificial intelligence. In addition, their leaders became authorized representatives of Rosstandart in the international committee on standardization of AI.
Committee meetings are held twice a year. Working groups gather more often. At the meetings, the leaders of the working groups, being in constant cooperation with the international committee for standardization of AI, in particular, talk in detail about his work and develop with the participants in the meetings an expert position on various issues of international standardization of AI. Following the results of the meetings, these positions are conveyed by the leaders of the working groups to the international committee for standardization.

In general, committee meetings will be held twice a year. Working groups will meet more often. At the meetings, the leaders of the working groups, being in constant cooperation with the international committee on standardization of AI, in particular, will have to talk in detail about its work and develop with the participants of the meetings an expert position on certain issues of international standardization of AI. Following the results of the meetings, these positions will be communicated by the leaders of the working groups to the international committee for standardization.

To date, the committee has 76 organizations. These include the Ministry of Industry and Trade of the Russian Federation, the Ministry of Economic Development of the Russian Federation, the Ministry of Health of the Russian Federation, the Ministry of Agriculture of the Russian Federation, the Ministry of Digital Development, Telecommunications and Mass Media of the Russian Federation, Rosreestr, RVC, Analytical Center “Aeronet”, Skolkovo Institute of Science and Technology, Branch Marinet Center, Skolkovo Foundation, GLONASS / GNSS Forum Association, NP RUSSOFT, Yandex LLC, IBM VEA LLC, Microsoft Rus LLC, Intellogic LLC, MDC LLC , Russian Railways OJSC, MGTS PJSC, Sberbank PJSC.

Technical Committee 164 “Artificial Intelligence” was approved by Rosstandart on July 29, 2019. The structure of the committee is built on the mirror profile subcommittee SC 42 on standardization in the field of artificial intelligence, created by the International Organization for Standardization (ISO) and the International Electrotechnical Commission (International Electrotechnical Commission, IEC).

RVC, as the project office of the National Technological Initiative, which is engaged in systemic development in the field of AI, took the initiative to create a single specialized body for standardization in order to create conditions for the speedy transformation of the accumulated fundamental knowledge in the field of AI into specific products and services and to ensure their application in various sectors of the economy.

Thanks to the developed standards, the consumer of AI technologies will be able to make sure, for example, that an unmanned vehicle is safe for passengers and others, and the quality of the medical decision support system is not inferior to the qualification of an experienced doctor. I would like to emphasize that the standards in this case are not a deterrent to the development of AI technologies, but rather contribute to the full-scale implementation of intelligent systems in a variety of application areas.

  • Unification of metrics determining the quality of database sets

Working Group 03 “Quality of Artificial Intelligence Systems”

  • Standardization of general procedures for validating confidence and functional characteristics
  • Standardization of procedures for confirming the security of the functioning of the AI ​​system (the absence of unacceptable threats to users, third parties, the environment)
  • Standardization of procedures for confirming the predictability of the behavior of the AI ​​system under certain operating conditions (domain)

Working Group 04 “Applied Artificial Intelligence Technologies”

  • Unification of the quality characteristics of AI systems aimed at solving specific applied data processing problems
  • Standardization of approaches to measuring the functional characteristics of AI applied systems

Working Group 05 “Artificial Intelligence in Education”

  • Standardization of requirements for educational materials in order to create personal educational trajectories using AI technologies
  • Standardization of information on the educational activity of the student (digital footprint) and the formation of standards for its use, dissemination and interpretation in order to introduce adaptability and non-linearity of the educational process using AI
  • Standardization of requirements for educational platforms and training facilities with the aim of integrating AI technologies into them

 

INTERNATIONAL STANDARDIZATION

TC 164 is a “mirror image” of the SC 42 international subgroup “Artificial Intelligence” and acts as a permanent national body in SC42.
